Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democracy just eight days before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these political entities, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the showing of the PVV.

The right-leaning group of Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the party that comes second is highly probable to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
